LCS Development to lead Westminster expansion

The $44 million expansion includes innovation, infrastructure, and amenity upgrades for the community.

LCS Development has announced it will lead the final phase of expansion for Westminster, Central Texas’ longest-operating continuing care retirement community (CCRC) and the only licensed CCRC within Austin’s city limits. The expansion also reinforces Westminster’s commitment to providing premier senior living in Austin. The expansion is expected to be complete in November 2026.

“The Westminster Board, Leadership team, and LCS Development have engaged in a thoughtful master plan to ensure this community meets the growing demands of the Austin market,” said Dan Novelli, Director, LCS Development. “We are honored to lead Westminster’s fourth and final phase of expansion to add even more amenities and improvements for current and future residents.”

 The $44 million expansion project, designed in partnership with Pi Architects and led by White Construction Company, will bring substantial upgrades to Westminster’s 9.3-acre campus including:

  • Infrastructure Enhancements - Upgraded electrical systems and backup generators for greater reliability.
  • Community Spaces – A new lounge, bar, dining areas, coffee shop, and speakeasy.
  • Recreational Amenities - A bowling alley, indoor sports simulator, and a rooftop pickleball court.
  • Outdoor Features - A revitalized west courtyard with a dog park and food truck parking, as well as improved building connectivity.
  • Lifelong Learning & Technology - A larger library with expanded shelving and an IT help desk.

To support this project, Westminster partnered with investment bank Ziegler to successfully secure $84 million in bond financing, which includes the refinancing of the Series 2016 bonds totaling $51.67 million. The refinancing will generate approximately $535,000 in annual savings, ensuring Westminster’s long-term financial sustainability.
